This incumbent is expected to perform advanced technical work in the development and maintenance of the web presence of a Commonwealth university. This employee is responsible for performing the full range of web support functions for a complex web site serving many internal and external users through various interfaces. This Web Specialist 3 will work as part of the campus IT Services department and will collaborate with other technical professionals to meet university needs for business and academic computing. The full range of web support functions includes but are not limited to gathering and analyzing user and site requirements; recommending methods for delivering services or information through internet portals or pages; developing and maintaining the navigational structure and taxonomy by applying logic and best practices; writing code;
publishing or coordinating the publishing of web site pages; testing web pages and applications and resolving problems to ensure web sites meet accessibility and usability standards; registering users, setting up groups and assigning roles; and monitoring site traffic and determining site capacity to meet user demands and performance standards.  This full time position is classified in the AFSCME collective bargaining unit.

Duties include the following:
  • Meet with end users, project managers and faculty/staff to determine business objectives and operational needs to identify optimum direction for use of web technologies to enhance productivity and provide services.
  • Integrate computer applications and databases (eg. PowerCAMPUS) to perform complex campus processing functions keeping security, access and data integrity an important priority.
  • Develop, maintain and educate campus users on standards for use of the University’s brand with across web pages and social networking media. Identify alternative design options, including technical and economic feasibility and develops recommendations for systems parameters, including proposed schedule of changes etc.
  • Configures, maintains and makes recommendations on web development software and related tools. Communicates with vendors on related issues and trains university employees on use and access.
  • Conducts ongoing reviews and studies of the current system, including procedures, information flow and method of work to develop and maintain a logical model of the current system. Obtain approval of documentation to ensure that all aspects of the current systems are correctly documented.
  • Work closely with campus units eg. Athletics, PR, President’s office and student services departments as well as other IT staff to define specifications for projects and services including interactive web-based student services portals, eBusiness applications; enterprise portal(s); and web-based applications.
  • Design forms, reports, and transaction screen layouts as special events demand. Write related programs and scripts as appropriate for the application being developed. Resolve errors in compiled programs.
  • Develop, recommend and publish procedures on use of Cheyney’s website and content management system. Provide formal and informal training to stakeholders on use of the CMS.
  • Ensures that deliverables are met and in a timely manner, facilitate status meetings and recommend deployment.
  • Develops queries to produce complex customized web statistical reports and uses results to improve web site and web application services.
  • Provides technical guidance, training, and support to web users relative to web forms and applications, hardware and software problems, and usage. Provides technical guidance, training, and support to applications developers regarding web standards, ADA requirements, and use of third party web software.
  • Maintains the university online calendar.
  • Provides overall QA for website content, presentation and design as well as support for Internet users by following up on inquiries and problems. Responds promptly to user requests through the IT Helpdesk.
Education, Training, and/or Experience:
One year as a Web Specialist 2;or Two years of experience in web site development or web site design, and an associate’s degree in web development or web design or in any information technology field that includes or is supplemented by six credits in the area of web development or web design; or Four years of experience in web site development or web site design; or A bachelor’s degree in web development or web design or in any information technology field that includes or is supplemented by six credits in the area of web development or web design; or Any equivalent combination of experience and training. Experience with ASP, JAVA, HTML, Dreamweaver, Photoshop, Flash, JavaScript or .NET, Oracle Microsoft Office and HTML as well as experience interfacing Websites with backend web database applications (SQL, Access, PHP) and servers are required. Knowledge of Sharepoint required for Intranet.
